Mr. Norman Heywood retired from the Jamaica Constabulary Force (JCF) at the rank of Assistant Commissioner of Police. He is currently the Director of Security at the University of the West Indies, Mona Campus and chairs the Management Advisory Board of the National Police College of Jamaica.

He holds a Master of Science degree in National Security and Strategic Studies from the University of the West Indies, Mona. In addition, he has had extensive training both locally and abroad in numerous areas including – Project Management, Crime Prevention, Crime Pattern Analysis and Contemporary Policing Strategies.

A recipient of the Government of Jamaica Award for Meritorious Service, Mr. Heywood is a past Vice President of the Kiwanis Club of North St. Andrew.

Mr. Heywood was appointed as a member of the Police (Civilian Oversight) Authority by the Governor-General on April 1, 2020. His appointment fulfils the requirement under the PCOA Act that a member should have “operational experience in security services”.
